Available Position

Position Title: Member (Social Sector Devolution)

Location: Islamabad

The Planning Commission invites applications from qualified, experienced, and visionary individuals for the position of Member (Social Sector Devolution). This senior-level role involves developing and implementing strategic frameworks to strengthen coordination among social sector ministries and provincial governments, particularly after the devolution under the 18th Constitutional Amendment.

Key Responsibilities

  • Formulate and oversee policies and programs related to social sector development, including education, health, population, and women’s empowerment.

  • Ensure effective implementation of devolved functions across provinces in coordination with relevant federal and provincial bodies.

  • Evaluate performance of national social sector programs and propose policy improvements.

  • Prepare analytical reports, policy briefs, and recommendations for federal cabinet consideration.

  • Collaborate with stakeholders to align development initiatives with Pakistan’s Vision 2025 and Sustainable Development Goals (SDGs).

  • Provide expert advice to the Deputy Chairman Planning Commission and Ministry of Planning on social policy reforms and governance frameworks.

  • Lead interdepartmental working groups to enhance efficiency and reduce duplication in development efforts.

Required Qualifications & Experience

  • Education:

    • Minimum Master’s degree or equivalent qualification in Social Sciences, Economics, Development Studies, Public Policy, or a related discipline.

    • Ph.D. holders in relevant fields will be given preference.

  • Experience:

    • At least 15 years of professional experience in public policy, social sector governance, or development management.

    • Proven track record of leadership in planning, research, and implementation of large-scale public sector programs.

    • Experience working with federal or provincial government institutions will be an advantage.

  • Skills & Competencies:

    • In-depth understanding of Pakistan’s socio-economic context and governance systems.

    • Excellent policy analysis, writing, and communication skills.

    • Ability to lead multidisciplinary teams and manage complex projects.

    • Strong research, monitoring, and evaluation expertise.

    • Familiarity with international development frameworks such as SDGs, UNDP guidelines, and World Bank practices.
